Opioid & Substance Harm Surveillance

Challenge

Supply changes and harm response made visible against each other across health, medical examiner, and police data - the one view no single agency's data could produce.

What we built

We linked health administrative records with Chief Medical Examiner data and Edmonton Police Service enforcement and seizure data - placing supply changes and harm outcomes on the same timeline. Cross-sector record linkage across organizations with different identifiers, different data structures, and different legal authorities governing what they could share.
